Direct Distribution of Measure D Funds
50% of Measure D funds are allocated by formula to cities, the County of Santa Cruz, Santa Cruz METRO, and Community Bridges Lift Line to address transportation needs on local roads and for seniors and people with disabilities.
Neighborhood Projects: Direct Allocations to Cities and County
The existing local street and road, bicycle and pedestrian systems are critical to the everyday movement of people within the county. Much of the local roadway system is aging, has potholes and is in need of maintenance and repair. Deferred maintenance costs more in the long run, resulting in an exponential increase in the cost of maintaining the roadway system. The largest portion of Measure D funding (30%) goes directly to local cities and the county to maintain our existing infrastructure and provide improved facilities for bicyclists and pedestrians.

County Projects
Annually, local jurisdictions are required to update a Five-Year Plan of Measure D projects at a public hearing. Public participation is encouraged in the development of project lists, which are due to the RTC by June 30 each year.

Transit & Paratransit
Seniors and disabled persons make up an increasing percentage of Santa Cruz County’s population. For seniors and persons with disabilities, access to healthcare, social services, shopping and recreation is key to quality of life. A number of specialized transportation programs have been implemented which meet specialized needs for transportation to medical services, social service programs, shopping and other purposes that cannot be met by conventional bus transit.
Twenty percent (20%) of Measure D revenue goes toward providing maintenance and expansion of transit and paratransit services for elderly and disabled residents into the future. Santa Cruz Metropolitan Transit District (METRO) receives 16% of Measure D revenues or approximately $3 million per year to provide transit and paratransit service for seniors and people with disabilities. Consolidated Transportation Services Agency for Santa Cruz County (Community Bridges-Lift Line) receives 4% of Measure D revenues or approximately $680,000 per year to be allocated to paratransit service. Paratransit works with social service agencies to increase transportation options for seniors, individuals with disabilities and persons with low incomes. Funds are distributed at least quarterly.
Direct Allocation to Service Providers
Metro Santa Cruz:
- Measure D will help stabilize fixed-route bus and ParaCruz funding and service levels. Metro serves 5.5 million annual boarding customers, especially seniors, those with disabilities and veterans transported on both the fixed-route bus and ParaCruz services.
- Measure D funding may also provide some fixed-route and ParaCruz service expansion.

- METRO PUBLIC HEARING 6/25/21 on its Draft 2021 5-Year Plan, as part of the METRO budget adoption (see Item #13: Attachment K, pp. 289 & 443 of agenda)
Community Bridges Lift Line:
- With Measure D funding, Lift Line increased their service schedule from 5 days per week to 7 days per week
- Measure D funding also increases Lift Line’s ability to provide service by 30%, and cover paratransit service areas not covered by Metro Paracruz
- 2021-2026 Measure D 5-Year Plan (approved 5/6/21)
